IT Department


Somaliland Ministry of Justice - IT Department Roles and Responsibilities.

Director

  • Role: The head of the IT Department is responsible for overall strategic planning, leadership, and decision-making within the department.
  • Key Responsibilities:
    • Developing and implementing IT policies, procedures, and strategies.
    • Supervising the Deputy Director and ensuring the department achieves its goals.
    • Approving budgets, projects, and major IT initiatives.
    • Representing the IT Department in executive meetings and coordinating with other departments.

Deputy Director

  • Role: Assists the Director in managing the department's day-to-day operations and ensuring the smooth execution of its mandates.
  • Key Responsibilities:
    • Overseeing the work of all sections within the IT Department.
    • Coordinating between the department sections and reporting updates to the Director.
    • Ensuring departmental compliance with governmental IT standards.
    • Acting on behalf of the Director in their absence.

      Sections

    • Network Security Section
      • Duties:
        • Ensuring the security and integrity of the Ministry's IT infrastructure.
        • Monitoring network traffic to identify and prevent unauthorized access or threats.
        • Implementing firewalls, VPNs, and other cybersecurity solutions.
        • Conducting regular audits to assess vulnerabilities and improve system security.
    • Technical Support Section
      • Duties:
        • Providing hardware and software troubleshooting for ministry staff.
        • Maintaining and repairing IT equipment.
        • Ensuring the functionality of communication systems like email and telephony.
        • Offering training to staff on using IT tools and systems.
           
        • System and Database Section
          • Duties:
            • Managing and maintaining all Ministry databases.
            • Ensuring data backup, integrity, and recovery protocols are in place.
            • Designing and optimizing database systems for efficiency.
            • Supporting the Ministry’s software applications, including case management systems.
        • IT Project Management (IT PM) Section
          • Duties:
            • Planning and executing IT projects aligned with the Ministry's goals.
            • Monitoring project timelines, budgets, and deliverables.
            • Collaborating with external vendors and stakeholders for project implementation.
            • Evaluating and reporting on the success of IT initiatives
